Noble closed this out last February as a duplicate, but I'm struggling to find
the ticket that it's a duplicate of. Since we still have a number of
annotation-based APIs out there and I couldn't find another ticket scoped at
tracking progress on the effort as a whole I'm going to reopen this one.
