During SOLR-15867
([https://github.com/apache/solr/pull/491#discussion_r778634146)] it was clear
that solr/packaging/build.gradle can be improved. As of now it is only used to
assemble the correct folder layout for the binary distribution, it is not used
to produce tgz, zip or sign. So likely we can get rid of the {{distribution}}
plugin here.
