+1 also to rename contribs as modules. Created SOLR-15917 for that (feel free
to grab)
The odd 'prometheus-exporter' contrib should probably NOT be a module, as it is
a standalone application, not a plugin module for Solr. I propose it is moved,
either to a separate git repo 'solr-prom-exporter', or to
'/solr/prometheus-exporter' in the current repo. The latter is less work.
