There was consensus in today's committers meeting to include this in 9.0, so
I'm tagging it as a blocker.
We also agreed that the primary motivation is to get it out of core, and that
we'll add some followup JIRAs for cleaning up test duplication ([~dsmiley] can
you create those JIRAs?) and other things that are perhaps review comments and
that we like to fix but that CAN be postponed until 9.1.
