We have completed the migration of the create, create_core, create_collection,
delete, healthcheck and status commands. This means we still have start, stop,
restart, version, zk, auth, assert, config, export, api, package to go!
I think there is potentially some debate on backporting these changes to the 9x
line or not? There are a bunch more changes to the commands in other tickets
that will now follow this one.
