URL: https://github.com/apache/solr/pull/2084

   https://issues.apache.org/jira/browse/SOLR-17077

   <!--
   _(If you are a project committer then you may remove some/all of the
following template.)_

   * https://issues.apache.org/jira/projects/SOLR

   For something minor (i.e. that wouldn't be worth putting in release notes),
you can skip JIRA.
   To create a Jira issue, you will need to create an account there first.

   The title of the PR should reference the Jira issue number in the form:

   * SOLR-####: <short description of problem or changes>

   SOLR must be fully capitalized. A short description helps people scanning
pull requests for items they can work on.

   Properly referencing the issue in the title ensures that Jira is correctly
updated with code review comments and commits. -->

   # Description

   When we invoke `REJOINELECTION` command on a replica, the replica must first
leave its current election position by deleting the sequential ephemeral node
in Zookeeper. This is done by invoking `cancelElection()` method on the
election context.

   This issue is `cancelElection()` method is invoked twice. Once in
`ZkController` and once in `retryElection()` in the leader elector.
Consequently we try to delete the Zookeeper leader election node twice. The
second attempt always fails since the node was already removed by the first
attempt.

   # Solution

   Remove the call to `cancelElection()` from ZkController. Also remove the
creation of a new election context here, since a new one will be created in
`retryElection()`.

   Second commit on the pull request is to remove useless parameters `shardId`
and `electionNode` from the `REJOINELECTION` command, that are not used anymore.

   # Tests

   No test added.
   I made sure all leader election tests still pass.
