Your first sentence confused me but I suppose you open up with stating a 
desirable / intentional fact, and not a "problem".  The failure is intentional 
for directUpdatesToLeadersOnly.

What you propose here is that CSC detect deleteById is used without sufficient 
routing information in this circumstance ({{{}router.field{}}} is set), and 
thus we should fail (yet we aren't).  Yes?  Makes total sense.

Even if directUpdatesToLeadersOnly isn't set (is false), hopefully Solr is 
sending the deletes to all shards in this case.  If it isn't, that'd be a 
distinct issue.
