Ideally we'll publish the {{solr-orbit}} tool as a package on PyPi, so users
can do {{{}pip install solr-orbit{}}}.
Examples of other ASF projects doing so is
[https://pypi.org/project/apache-beam/] and
[https://pypi.org/project/apache-airflow/] They have GH workflows one could
borrow from.
The ATR project has plans for embedding PyPi publishing at a later stage, but
from the start we may have to do it manually or borrow automation from the
above mentioned projects.
