Document the release process for Solr Orbit.
My proposal is to use ATR
([https://release-test.apache.org)|https://release-test.apache.org)/] for this
as they aim to handle the voting process (and later also publishing steps) for
python.
Figure out what tooling / scripts /workflows we need to build in order for a RM
to build an RC and kick off the ATR process.
[~epugh] Maybe you have some insight from the MCP sub project
