Closing as stale — no interest in three years, and the dev tooling has moved on since the Docker Desktop licensing change that prompted it. The Makefile still invokes `docker` directly in `docker-build`/`docker-push`, so Podman users need a `docker` shim on `PATH` (podman-docker, or an alias).
