Resolving as Fixed: this change was merged to master. Implementing commit:
bf7654998fbb [SPARK-44686][CONNECT][SQL] Add the ability to create a RowEncoder
in Encoders.scala. (Triaged as a stranded ticket — the fix landed but the JIRA
was left unresolved. Verified present on current master and not reverted.)
