CI workflows (rust.yml, lint.yml, build_python_connect.yml) keep running to
completion even after a newer commit supersedes them, so stale runs pile up in
the Actions queue. Add a concurrency group keyed on the workflow and ref with
cancel-in-progress: true so a new run cancels the older superseded one.
release.yml is intentionally left out (releases must not be cancelled);
docs.yml already has this.
