There's quite a bit of discussion in the

above and I'm not sure what the status of the patch is. The discussion
mentions STDCXX-408. Does it make sense to try to address both issues in the
same patch? Also, can we come up with a better (more general, without
mentioning {{\_\_CYGWIN\_\_}}) way to deal with the preprocessor conditionals
around the {{_RWSTD_EXPORT}} decoration?
