[EDG eccp 3.9/Solaris 10] configuration problems

After working around STDCXX-820 the first library source file, {{assert.h}}, 
fails to build with EDG eccp 3.9 on Solaris 10 with the errors below. Clearly, 
the library isn't configured correctly. Accordig to EDG, the eccp 3.9 front end 
hasn't been tested on Solaris 10 so it's very likely broken to the point if 
being unusable for our purposes.
