[XLC++ 7,8,9] HUP in many 22.locale.*.mt tests

On AIX, the following threaded locale tests fail with {{SIGHUP}} due to 
timeout. Most, if not all, of these tests run against a limited number of 
locales, so this should not be an issue related to how many locales are 
available.

All of these tests existed for 4.2.0, but they don't appear on the results 
page. I'm thinking this should be treated as a regression until we have an idea 
what is going on with them on this particular platform.
