Description: According to the
[documentation|http://stdcxx.apache.org/doc/stdlibref/time-get.html#Table 34],
{{time_get<>::get()}} extensions are supposed to support the {{%U}}, {{%W}},
{{%OU}} and {{%OW}} format specifiers, but there is no implementation provided.
This should be implemented, or at the very least removed from the
