Replaces #9109 and #9134. Parent 40 upgrades apache-rat-plugin to 0.18, which failed the RAT check: - the root `.gitignore` is now checked, so it gets an ASF license header - `flux/flux-core/src/main/resources/splash.txt` (ASCII banner) is now flagged, so it is excluded - excludes resolve relative to each module, so `storm-shaded-deps/install-shade.txt` becomes `**/install-shade.txt` `mvn apache-rat:check -Prat` passes locally. Parent 40 also defaults `surefire.version` to 3.6.0. Storm sets its own `surefire.version` (3.5.6), so that has no effect here. -- This is an automated message from the Apache Git Service.
