## What is the purpose of the change `dev-tools/release_notes.py` lists PR titles only, so notes about breaking or behaviour changes have no place to go. This lets a PR carry an "Upgrade notes" section that the script prints. See #9188. - The PR template gets an optional `## Upgrade notes` heading. - The script adds an "Upgrade notes" section: for each PR in the milestone whose description has that heading, it prints the PR link and the text under it (HTML-escaped, in a `<pre>`). The hint text from the template does not count as a note. - The output is unchanged when no PR has such a section. Not part of this PR: the `breaking-change` label that `.github/release.yml` refers to does not exist in the repo yet. ## How was the change tested - Unit-tested `extract_upgrade_notes` on 8 sample bodies: no section, null body, untouched template, note at the end, note followed by another heading, CRLF with lower case and `###`, empty section, and the words in prose. All pass. - Ran the old and the new script against the real 3.1.0 milestone: the output is byte-identical. - Ran the new script against a stubbed milestone with one PR that has a note, one without and one with the untouched template: only the first is listed, `<`, `>` and `&` in the note are escaped, and the HTML is well formed. 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
