Why does IE do that

I'm sorry if this problem has already been asked but I was wondering why when I
try to access a page using Apache it tells me "You have chosen to download a
file from this location.
testpage.html http://localhost
What would you like to do with this file?
Open file from it's current location
Save this file to disk"
I just want it to open the file when I type in the URL why does this happen and
how can I get rid of it?
