I'll try to explain in detail my issue:

The Host O.S. running Tomcat is Win XP Pro (ITA).
First of all, I renamed the file package_es.properties in package_it.properties 
("struts2-blank-2.0.11.war" example web app), so I have two properties files: 
package.properties (English language) and package_it.properties (Italian 
language).
Finally I deployed the web app modified.
I have two browser, IE 6 ("it" language) and IE 6 ("en-us" language).
Using both browser I get all jsp text tags in Italian language, while using IE 
6 ("en-us" language) I'd got them in English language.
Is it clear?
I have the same issue in my own web app.
So I think it's a Struts 2 framework bug!
