I'll try to explain in detail my issue:
The Host O.S. running Tomcat is Win XP Pro (ITA).
First of all, I renamed the file package_es.properties in package_it.properties
("struts2-blank-2.0.11.war" example web app), so I have two properties files:
package.properties (English language) and package_it.properties (Italian
language).
Finally I deployed the web app modified.
I have two browser, IE 6 ("it" language) and IE 6 ("en-us" language).
Using both browser I get all jsp text tags in Italian language, while using IE
6 ("en-us" language) I'd got them in English language.
Is it clear?
I have the same issue in my own web app.
So I think it's a Struts 2 framework bug!

I think that I misunderstood your problem.
By default, Struts 2 web application tries to use the native language, that is
got by the HTTP request sent by the browser.
If you use an Italian browser, then it tries to load the Italian translation.
This is why it "works" for Spanish and French!
