For various headings, users can assign a spacing above paragraph. In general,
if the heading is the first line on the page, this spacing is ignored (as it
should be) so that there is not excessive white space at the top of a page. A

The problem I've found is when a new page is created by inserting a page break
and a heading is the first line of the page, white space is added above the
heading per the heading's spacing above paragraph property. I think this should
NOT be the case. Rather, I think the white space should be removed similarly to
a heading at the top of a new page NOT following page break.
