TAJO-1882: Clean up GreedyHeuristicJoinOrderAlgorithm::getCost APIs
I found that the cause of ambiguity is
GreedyHeuristicJoinOrderAlgorithm::getCost(JoinVertex joinVertex). so, change
this name and rewrite the part which call this function.
All the test is passed via mvn clean install.
