[~zjffdu] - I mentioned RuntimeConfiguration in the context of using
annotations to differentiate between what configs apply at different levels.
TezRuntimeConfiguration is an example where this has already been done.
It definitely does not need to be considered for per-vertex / dag configuration
- and is for the runtime only.
