Not sure what you mean by a system object or user object.
The listener itself is never meant to directly interact with user code. If the
user code throws an error - the sub-component interacting with the user code is
meant to handle the error, and it should not reach the listener. If it reaches
the listener, it's effectively a bug and Internal error would be the correct
way to propagate this.
