Yes. That is the way it is today. But lets say someone adds a listener from
RootInputINitializerManager in order to provide some future functionality.
There is nothing preventing non-user code from being the ultimate consumer of
notifications. Hence this jira to deal with that when it happens. I should have
titled it better.
