[~hitesh], addressed error conditions. Basically, any error in lookup defaults
to local timezone.
[~Sreenath], [~pramachandran]. Upgraded the moment and added moment-timeline
dependency. Used the smaller moment-timezone data set 2010-2020 to prevent
bloat. Please have a look. This will help address an support issue in tez where
there is a confusion between logging in UTC and tez ui in local imezone.
