  Even with capacity scheduler and hierarchical queues, with the level of 
multi-tenancy we have within a queue one single job that runs very wide can end 
up hogging resources and starve other jobs in the queue.

bq. If this is due to tasks making calls to other services/endpoints which get 
overloaded if there are many tasks running concurrently
  Many of the hbase mapreduce jobs make use of the mapreduce limit 
configurations to not overwhelm the region servers.
