We use AMRMClient for all the RM negotiations. At that level, we cannot control
the ANY separately from the requests themselves. Even if this were not the
case, IMO, these tricks are probably too tied up to the internal knowledge of
the way the yarn scheduler works and susceptible to be broken by upstream
improvements in scheduler implementation. In any case, because of relying on
the AMRMClient abstraction, in Tez we dont have the option to tweak ANY
independently.
