Tried out using YarnConfiguration.YARN_ADMIN_ACL directly in patch 2 instead of
a custom tez admin acl. This works as expect and has the added benefit of not
needing to update the domain data since timeline server already respects the
YARN_ADMIN_ACL configuration.
