limit counters and the additional counter in the AM makes the total count go

It's fine to move it to the follow up jira since the counter limitation exceed
in task/taskattempl should be in a very low probability.
bq. For now, this patch will cause the DAG to go into an error state and not
cause AM crashes.
IMHO, most of time users don't care about the counters, so we'd better to add
an option to allow dag to be succeed even counter limitation exceeded.
