add an option to allow dag to be succeed even counter limitation exceeded.
I would prefer to handle this in a separate jira as the current behavior is to
fail if counters exceed. For that matter, it might be a simpler option to
remove the limit instead of a more complicated approach of whether the job
should fail or not - although the limit can be used to just cap the counters
from a memory mgmt point of view.
