[~taksaito], [~hitesh], In a scenario where the waitTillReady does timeout
after, say a configurable timeout value, would we want to submit the DAG or
have a TezException thrown. This would change the API behavior to return with
either an error or ignore it instead of looping on it endlessly. Thanks a lot!
