I'm not sure marking it as private means a lot. I don't like the name
TezConfigurationConstants either - maybe something along the lines of
TezCofigurationPublished. We could mark the class as private. Open to other
suggestions as well. I'd prefer not mixing parameters which can be configured
with ones which cannot be set by users.
