V2 of the patch includes the {{isTezShuffleHandler}} check which pulls
ShuffleUtils in the imports for ContainerLauncherManager and
ContainerLaunchers. Thoughts?
Also changed the default value of the maximum number of threads for deletion
from 30 to 10.
