Introduces a new state - SUBMITTED - between START_WAIT and RUNNING in the
TaskAttempt state machine. The transitions from START_WAIT to RUNNING are now
executed between START_WAIT and SUBMITTING. SUBMITTING TO RUNNING sends out an
extra event.
Also changes the APIs on TaskCommunicatorContext to make use of this, and send
out notifications to the scheduler.
