That's weird. Did you subscribe to the mailing list? (send any message to 
mailto:[email protected], as indicated 
[here|http://tiles.apache.org/framework/mail-lists.html]).

There is no official support for Tiles 2 in struts 1.2; official support is 
supposed to come with struts 1.4 if it is ever released. People have blogged 
about how to use it anyway, you can find those blogs easily on the web.

Alternatively you can setup 
[TilesDispatchServlet|http://tiles.apache.org/2.2/framework/tutorial/advanced/utils.html]
 to make tiles definitions accessible through the servlet container as if they 
were plain old JSPs.
