## What does this PR (Pull Request) do? - [x] This PR fixes #2685 NOTE: some references to `use_tenancy` still exist in the old API v1-3 docs. Since those are just examples and will be removed w/ v1-3, I didn't think it necessary to remove them now. ## Which Traffic Control components are affected by this PR? - Documentation - Traffic Ops ## What is the best way to verify this PR? Make sure `db/admin upgrade` still works successfully (this uses `seeds.sql` and `patches.sql`).
