Resolution: Won't Do
Release notes for 2.1 should include this:
Profiles exported from Traffic Ops 1.x must be modified to add a "type" field
to import to 2.1. Just add a line to the json file:
"type":"ATS_PROFILE",
prior to import to 2.1.
