If seeds.sql is run multiple times (i.e. on first install and subsequent
upgrades), the following global parameters may end up duplicated:

For example, if you change the value of use_tenancy from 0 to 1 and then run
db/admin.pl upgrade you will end up with 2 parameters for use_tenancy
Potential solution: check to see if those 3 global parameters are already in
the db, and if not, insert, else do nothing.
