I found in 2.0.1 if I disable the PAC port 8083 by using something not valid
like -1, traffic_server / traffic_manager keeps restarting every approximately
5 minutes, because it looks like a heartbeat (synthentic.txt) is failing.
I found under a small amount of load the PAC port can easily crash TS (version
2.0.1) so I tried to make the PAC port unavailable as I don't use it.
Due to heartbeat issues, I've instead blocked access to the port with ACLs.
