As of some recent changes with transparent proxy, when running traffic_server
standalone (not with traffic_manager), it is unable to bind restricted ports
unless it's compiled with Posix capabilities support.
For RPM style distributions, make sure to install: libcap libcap-devel
For Debian style distributions: libcap2 libcap-dev
Also note that when running "normally" (e.g. using the trafficserver startup
script, or traffic_manager), this is not a problem.
