Resolution: Fixed
Added back the old path in the standalone case, conditionally compiled based on
TS_USE_POSIX_CAP. Tested it both ways and it seems to work. It should be noted
that server transparency won't work in this case as it requires POSIX
capabilities to retain the ability to set the outgoing socket transparent.
