TS-1250: Cache inspector does not seem to work properly
This fixes the off-by-one. The cache inspector works fine for URL lookups and
for regex queries provided the cache is small enough. If we want to keep the
regex facility, enhancing that needs a new ticket since that's substantially
more involved.
