I can bind to low ports on my test box. The ordering for the actual socket open
and setuid is unchanged by that commit. Can you check the error.log, diags.log,
traffic.out for any related messages? I think that, for quit a while, low ports
have not worked on direct traffic_server starts if you don't have POSIX
capabilities installed. Can you check on that?
