We need to do one of three things

1) Put a check in so that if you wait for cache and don't have libcap, you get 
an explanatory fail message about not using libcap.

2) Fix wait for cache to preserve root access until the wait finishes.

3) Require libcap in all cases.

I'm not sure I can agree with (3), as that only solves this for Linux. What 
about, say, OmniOS?
