{{system_config_directory}} is going to die because it is undocumented,
difficult to implement in a sensible and predictable manner, and largely
supplanted by {{$TS_ROOT}}.
{{system_log_dir}} will be removed, but the functionality of
{{proxy.config.log.logfile_dir}} will remain. I think that I can do the same
with {{local_state_dir}}.
