This is not a duplicate. After removing the internal uses of the TCL hash, we
still have to address {{traffic_shell}}, which is largely implemented in terms
of TCL. Given the current development direction, I suggest that we should use
Lua if a glue language is still needed for {{traffic_shell}}.
