I think we should consider renaming this then to "Eliminate traffic_shell", and
focus on scripting bindings for the mgmt APIs. If someone wants some of the
functionality of traffic_shell, we can rewrite that later. I think "removing
TCL" from traffic_shell is a very significant task, to the point where it's
better to start over from the mgmt APIs.
