I will talk to [~portl4t] .
Basically we need three changes to his patch
1) not using TCL at all
2) there are TS api for doing base64 encoding and uri encoding. We can reuse
that instead of writing our own.
3) http_ctx->rri is not set when it is used as a global plugin. So we should be
careful with using it.
I still hope to get it done in 5.0.0 release
